About the Office of Emergency Management (OEM)


Administrative:  OEM is a part of the Executive Department and the Director is answerable directly to the Principal Chief.  The Director OEM is responsible for creating, updating and maintaining emergency plans, ensuring the proper inventory and security of assets reserved for emergent situations, and for keeping the Executive Department informed as to potential threats and helping same to plan for mitigation efforts to deal with any reasonably conceivable potential emergency.  Further collateral duties include providing interested tribal citizens with preparedness information and negotiation of mutual aid agreements with adjoining political subdivisions.  The complete OEM Staff consists of the Director, the Intra-governmental Liaison Officer, and two or more on-call but fully trained Incident Scene Managers.

Operational:  OEM is responsible for the monitoring of any emergency situation that could or does have a detrimental effect or that poses or may pose a significant threat to the life, health and/or welfare of the Citizenry of the Nation.  The Director, in the absence of the Principle Chief, has the authority to declare that an emergency does exist, thereby setting into motion various operational and administrative actions designed to protect life and property.  During an emergency or disaster situation, OEM is charged with the overall management of all tribal government emergency response, public services, communications and security assets.

OEM Staff Training Requirements:  All permanent OEM Staff are, at a minimum, trained, or are scheduled to be trained in the following areas:

  • - Current Certification - Standard First Aid (American Red Cross)
  • - Tribal Government Officials Responsibilities (in house training)
  • - Computer Usage (Windows/Unix/Linux) (in house training - I.T. Dept.)
  • - Radio Communications Protocols (in house training - DPS Communications Division)
  • - Current Certification - Cardio-Pulmonary Resuscitation (CPR) (American Red Cross)
  • - Shelter Management (FEMA-E.M.I.)
  • - Emergency Livestock Management (FEMA-E.M.I.)
  • - Federal Incident Command and Control (FEMA-E.M.I.)
  • - Nuclear, Biological and Chemical Decontamination/Mitigation  (FEMA-E.M.I.)
  • - Firearms use and safety (in house training - DPS Protective Services)
  • - Emergency Response/Defensive Driving (in house training - DPS Protective Services)
  • - Minimum of three credit hours annually continuing education in the Emergency Management field.

Identifying OEM Staff:  All OEM staff are required to carry identification at all times, regardless of duty status or locale.  ANY tribal Citizen has the right to demand of any OEM Staff or DPS Personnel positive identification during the course of normal official interaction.  When in a duty status, OEM staff are required to wear their issued badge in plain view of the public.

About the Director:  The current Director of the Office of Emergency Management is Tim Spencer.  Tim is a Tribal Citizen and has both many years of experience in the field on the Federal level and many credit hours of continuing education through FEMA's Emergency Management Institute and other agencies. He also has dealt on-site with significant disasters such as Hurricane Hugo which devastated Charleston, SC in 1989, for which he received the Department of Defense Humanitarian Service Medal.  Though not employed in the field for many years, Tim has pursued continuing emergency management education of his own accord. 

Tim's tribal government service began in 2001 and he has held many posts including Election Board Member, Sergeant-at-Arms, Administrative Assistant to the Chief, Director of the Department of Public Safety and Tribal Council Speaker.  In addition to his new responsibilities, Tim assists the Executive Department in administrative matters and serves in an Information Technologies advisory capacity.  This is currently an unpaid position.

Tim is married and has three adult married children and three grand children, all Tribal Citizens.
